SACRAMENTO, CA: California State Assemblyman Ray Haynes (R-Riverside County) will submit language to the Attorney General tomorrow for a landmark statewide initiative that would establish a separate state police force to patrol Californias international border. Known as the California Border Police Initiative, the measure is the first of its kind in the nation.
The federal government has proven itself incapable of securing our borders, so it is time for Californians to step up and take matters into our own hands, said Assemblyman Haynes. This initiative establishes a separate and distinct state police force, much like the Highway Patrol, charged with enforcing immigration laws.
In neighboring Arizona, private citizens known as the Minutemen are patrolling the borders. Under the proposal by Assemblyman Haynes, Californias new Border Police would be trained and sworn peace officers who would supplement the work of federal border agents. The initiative also allows for the construction of new jail and prison facilities dedicated to housing illegal aliens who are apprehended by the California Border Police before they are turned over to the federal government for deportation. The initiative will need just under 600,000 valid signatures to qualify for the ballot.
With three million illegal aliens here already and thousands more crossing the border every month, California is ground zero when it comes to illegal immigration, said Haynes. Hospital emergency rooms are closing, other public services are being stretched to the breaking point and we have over 48,000 illegal aliens in our prisons. In addition, our loosely controlled border presents terrorists with an easy entry point into our state and country. We cannot wait any longer for the feds to get the job done. We need to police our own border now.
In addition to submitting the language to the State Attorney General in preparation for a ballot measure campaign, Assemblyman Haynes is also introducing the measure as an Assembly Constitutional Amendment. The organization Rescue California, which gathered over 1.4 million signatures to recall Gray Davis in 2003, is preparing for a signature-gathering effort that would put the California Border Police Initiative on the June, 2006 ballot. It probably will be but it'll come down to being what's the lesser of two evils: that or massive budget deficits caused by illegal aliens.

Parts of Riverside County now look like Tijuana Mexico. I'm glad this guy has noticed that.
They should pay for this and for the failing hospitals by enforcing the laws and raising the fines on illegal employers.

The state of California's control over the national guard is pretty limited. They National Guard can be called upon by the governor in certin situations, but they are a federal entity not a state entity.
The state has no standing army. All they have are the state police, or if their laws provide for it, they could have a state militia.
I'd like to see someone seriously suggest activating a state militia in CA just to see the liberal scream in horror.

Vs. what?....the illegal immigration bureaucracy that's full of social workers, welfare workers, gang intervention units, prison guards, bilingual teachers, emergency room doctors, etc. I would think that given a choice we'd be far better off with a state border patrol agency than all the other nonsense we're paying through the nose for right now.
True. Even if the Governor were to do the right thing and deploy the California National Guard to the Mexican border, the president could simply federalize them and sent them right back to their barracks.

Actually, we do have a small, virtually unknown California State Military Reserve, primarily a land force but also with an air component, and plans to even add a naval militia.
They should consider a huge tax on spray paint and wifebeater t-shirts.
