Those that do turn to crime can be rounded up and put where they do not cause problems for the rest of us.

Those that do turn to crime should be put in jail where they would have to work. You can work on the outside and be free or you can work on the inside and have no freedoms. (I'm not talking about chain gangs, I'm talking about good honest work).
