I think it deters ethics inquiries altogether, meaning that the democrats with ethics records a magnitude of order worse than that of Rep. Delay will never have to answer for their conduct.
If the new rule is retained, I seriously doubt we will ever see another ethics inquiry.

Nice one Doug. I scanned down to the end quickly. My wife and I used to joke that we'd use our credit card and we "don't have to pay for it." It seems that one can use the Kennedy name and you "don't have to pay for it" whether it is bad personal behavior or character assassination.

I have seen the commercials so many times, but you know how it is. You see them, and then because of the saturation you sort of forget. Fortunately for Delay, the subliminal messages work on those who are a bit less preoccupied than yours truly.
Yeah, the Delays make millions of dollars with their Citizens Energy Company, but the only commercials that they ever run on TV are the ones which magnify their paltry charitable contributions which provide a discount (not free) heating oil to the so called destitute.
Those Delays have been pulling this smoke and mirrors media trick for years now, but somehow the media never brings it up. Those in the media must have their sound reasons for not reporting this outrageous BS! Someday, I am sure we will all know why once the Pajama Bloggers get a hold of this story.
That Delay family is a bunch of bad apples if you ask me.
Like I always say, the Kennedy's have killed or harmed more women than breast implants have.Who was the Kennedy kid who left a woman paralyzed after some 4 wheeling accident? But I digress, if you pull Sponge Nosed No Pants Ted Kennedy's feeding tube, by the size of him,he would survive awhile.
