This may sound dumb, but not meant to be atagonistc, but how do you propose to keep these places open "just in case" if they are not making a profit? Is this not like any other business or industry that doesn't profit from the goods it sells to the public -- and their ability to pay for those goods?
What's your recommendation for casualty rich targets as far as WMD, terrorism and necessary medical care? To hell with them, it's New York City, Washington D.C. or some other big city? That's mighty white of you. I guess we need to worry about attacks on Bumfuk in the middle of nowhere.
