Strange that the shooter killed himself after the Mounties were dead.I suspect it's more likely that the perp was mortally wounded in the gunfire.

The Canadian Press says he killed himself. Few details all around.
The source said the four officers went to a farmhouse near Rochfort Bridge where they surprised a lone male suspect, who shot them with a high-powered rifle before killing himself.

No, it's not legal. The police can and will use it against a person when it seems to be 'to their advantage'.
