It took three days to find this body in the water tank. This is how I would disperse one gram of Cl. botulinum toxin into a water supply and use a serotype not indigenous to the US. By the time the authorities discovered the source of the toxin, there would be hundreds, if not thousands affected. Using a serotype not indigenous to the US the antitoxin supply would be used up on the first diagnosed living case. I think our water supply is overlooked as a source of terrorism and biowarfare.

The prosecutor says that everybody is a suspect. Sheriff's deputies are patroling the plant today and employees are being paired up in order to make sure everyone stays safe, but investigators say they believe this may have been an inside job.
James Avigliano, Passaic Co. Prosecutor: "The interviews are being conducted. The only benefit that we have here is that there is a limited number of people who were present at the time that this event occurred."
Geetha Angara apparently had gone down to a remote section of the plant to calibrate a machine and to take a water sample. Her body was found about 24 hours after that, but again police now say this was not an accident - that this was murder.
