This was an operation with multiple objectives:
* Take O'Malley down as a rival for the Democratic nomination.
* If the rumors were traced, the blame would hopefully be pinned on Ehrlich.
* The venue to spread the rumors was chosen to knock FR down a few pegs - again, to hurt Ehrlich.

To you're suggestion about multiple objectives, I would say yes to the first two, with a maybe on the third.

If the third was an intentional objective, I suggest that there was a severe misunderestimation.
