Is it true that King County said there was always a difference, yet neglected to mention in 2000 it was only 17?

King County (Dean Logan) said that this years discrepency was on the order of past discrpencies - typical lawyer-speak. What he failed to mention was that it really wasn't and that in 2000 it was 17. It should be zero.
