I appear to be bombing out. As my memory serves me she was blonde, of the bleached type, and had glasses, and was most emotional. I had thought her name was something classic such as Barbara, and she was either Methodist or Baptist, with a strong leaning that it was Baptist.
I do remember sitting and looking up their religious affiliations as they spoke.
I am thinking it was an older woman, 50-60, who was a senator, but maybe it was the house. At any rate, she appeared to be someone who was well aware of what they were intending when the law was changed in 1999, so we need to make sure it was someone that was present for both sessions (1999 and 2003).
