My understanding is that 14-million Iraqis registered to vote. If we assume 25-million iraqis, that's a little less than 60-percent. That's according to CNN scroll. However, I don't know how many Iraqis are 18+, so it's obvously larger than 60%.

Demographically, Iraq is a young country. People have large families, and at least for the last few decades, haven't lived too long.

60% could be darn near everyone over 18.
