People under a certain age (e.g. 16) begin contributing to a new plan ... there own personal retirement account (PRA) ... basically a forced 401KWhy does it have to be forced? If the money is for them and them alone, then it's their money and it should be up to them - not the government - to decide what to do with it, period.
