That's just how the Bushies do things: They plan. Every action is calculated to set in motion a cascade of consequences, to change the world. Take "No Child Left Behind," the education "reform" so brilliantly named you can't be against it without betraying some perverse desire to, well, leave children behind. It is a stone hustle, meant to lay the groundwork to destroy the entire American public school system. Um, Rickie, dearest? How many times have the gods of your foul idolatry shoved some pet monstrosity of legislation or fiat down our throats while chanting the mantra "It's for the children!"?

I'm not sure he's all that inaccurate. Thing is, Bush is attempting a shift in how government works that is as large as FDR's changes. People who like how the old way worked are going to be in high dudgeon about it.
In a way, Bush is attempting to "destroy the entire American public school system." What goes unsaid is "and to replace it with something better," because Perlstein believes this system is the best -- or, at least, just needs more money and some tinkering.
Now, I don't think Bush is always going about this the right way. But Bush has recognized systemic failure in government and is attempting to fix them on a large-scale and, yes, radical level. Bush's success in getting change is notable in that more than a few Democrats, who I considered sensible are getting shrill -- E.J. Dionne in The Washington Post is the one I've noted the most.
The biggest irony is that the "conservatives" are advocating massive change and the "progressives" are clinging to the old ways. But we live in weird times.
