An official with U.S. Citizenship and Immigration Services said the reason for renewing the permits was because El Salvador was still rebuilding after massive earthquakes that struck the country in 2001.

I would think that if they are "rebuilding" that there would be plenty of jobs. But, the government never lies....so I must be wrong....
