You are close. Halliburton constructed a huge underground fortress pursuant to a secret executive order signed by Bush. This is used by Cheney as his "undisclosed location" and is the place where they are hiding American Airlines flight 77 and all the passengers. It also serves as the main headquarters for the vast right wing conspiracy. To make this fortress, Halliburton had to make test underground caverns to perfect their construction techniques. It was one of these test chambers that collapsed and caused the Tsunami.
