In that case, the people attacking our troops in Iraq are insurgents after all, and NOT terrorists...the only ones who are terrorists are the ones targeting civilians?

I would agree with your statement. I would also refer to those who ONLY attack Iraqi civil and military targets and coalition targets as insurgents.
As soon as they start purposely killing civilians, they are terrorists.
Same as in the North of Ireland. As long as the IRA aimed their attacks at the British military they were acting as insurgents. When they started blowing up hotels and pubs, they were terrorists.
The key her is the willful murder of civilians. Any group or individual, who willfully kills noncombatants to achieve political goals is, in my opinion, a terrorist.
