The father's quote at the end of the article said it all. For God's sake--what do you do with the losers who make life hell for the teachers and the kids who want to learn?

They need to go back to the past and have disciplinary schools. The alternative schools let the kids go to school for minimum of time, and still graduate. My daughter (resides with mother) goes to school for an hour and a half, four times a week (the minimum). Fridays off of course, and they can slip in anytime of the day. Now that is what I call GOOD for discipline. They need schools that have DI types, with mandatory attendance, for longer hours with of course stricter rules. Why reform, if things get easier for those that misbehave?
