Family: CPR plea ignored by deputies (Perp died as result)

After deputies subdued a violent man with pepper spray, a Taser stun gun, handcuffs and physical restraints early Monday, they ignored his family's pleas to perform cardiopulmonary resuscitation on him, the family claimed Tuesday.

Instead, despite warnings that Ricardo Zaragoza, 40, had stopped breathing, the five deputies waited a few minutes until paramedics arrived and had them remove his handcuffs, the dead man's brother said.

"Aren't they obligated by law to administer CPR?" asked Zaragoza's younger brother, Ernesto. "That just shows gross negligence." "The police killed my son," said Arnulfo Zaragoza Sr., the man's father. "Excessive force, excessive. In my home."

But sheriff's officials denied those claims, saying Ricardo Zaragoza was still breathing when paramedics arrived.

Sheriff's Sgt. R.L. Davis said deputies noticed Zaragoza was having difficulty breathing on his side as they waited for paramedics, but that he was still breathing when medical help arrived.

"They said they could see his stomach moving but he was unconscious," Davis said. "Up until paramedics arrived, he was breathing."

Deputies routinely perform CPR if someone stops breathing in their custody, Davis said.

Davis said Ricardo Zaragoza, the third of seven children, falsely told deputies that he already had killed a neighbor, and he was going to kill an officer and could do so within two minutes.

At that point, officers decided he needed to be mentally evaluated and Zaragoza became combative, Davis said, hitting one of the officers 30 to 50 times.

Deputies had been called to the home on Stanwell Way at about 12:20 a.m. Monday after Zaragoza's parents called and reported erratic behavior. It was the third time since Aug. 16 that officers had been called to the home.

they shouldva shot him ONCE, between the eyes....end of problem....stupid family , why didnt they stop him if they wanted him stopped by someone other than the police....

Another case of "I'm a victim of police brutality". Maybe if he'd minded his "p's and q's" he wouldn't have ended up on a slab in the morgue.

HSLI therapy seems to calm all perps down rather quickly. We should really consider it as a standard reponse to violent resistance to lawful apprehension of suspects. Besides if they were innocent why resist violently, unless of course they're just stupid, then it would be darwinism in action.
