I found a reference to Dick Van Orden at the link below. Although it doesn't confirm he wrote the above piece, it does establish him as a real person. I'll let you know if I find out anything else.

My uncle, CAPT Vernon F Anderson, USN (Ret.) was in RADM Van Orden’s Class of 1945 at The US Naval Academy.

Vernon told me that he himself was an upperclassman at Annapolis in 1945, and that Jimmy Carter was the fifth man in a four man room during war time measures, and was known as a “mama’s boy.”
