The head Doms of the DNC are probably ordering it.
I admit that I don't know much about Rendell--I live in Florida.
Rendell was the former mayor of Philadelphia, did some time with the DNC and became governor or PA a few years back.......... typical liberal dem......rules don't apply to them...
