No but it could have taken a board to do it in the first place, which was my point. They do a sort of a reverse of a promotion board. I'm not sure that's true to removal from the Standby Reserve, but it could be. There are reasons for such involuntary separations or transfer from the Selected Reserve (or active duty) to standby reserve which need not have board of officers.
