I remember someone suggesting that GPS devices be given or implanted in inidividuals or military decoys in these high risk areas,and then when they are abducted, the miliary could hone in and wipe out the bad guys. Makes sense to me. I wonder why this isn't being attempted ?

I see your point but most people wouldn't want that kind of privacy invasion. Plus they don't want to believe it could happen to them.
