The result was a largely one-sided presentation to the public that did not convey the depth of evidence and argument against the administration's most tangible proof of a revived nuclear weapons program in Iraq.

This is a very typical example of the rhetoric used by NYTimes to pin fault on the administration. Simply, the CIA presented a report. Probably some analysts had worse and rosier scenarios. Just as spoken about in the Senate report. Here, the NYTimes rewrites the Senate report blaming Bush for not "presenting" the "depth" of evidence.

Basically this article is an over-elaborate hit piece about merely one indication - the "tubes."
