Didn't Kerry call for increased troops? (see link)
Didn't Kerry call for college aged people to perform "national service" (see link)
Didn't the Democrats sponsor a bill to reinstitute the draft? (see link)

To be fair, Kerry is actually suggesting that he will bring back the draft. He's very careful not to suggest that Bush wants the draft, but that a draft is an inevitable result of Bush's policies.
Since Kerry has said that he would continue the Iraq policies, he's implying that he intends to bring back the draft.
