1. There is no law that says insurance companies have to insure someone they cannot check backgrounds on.
2. IF they do decide to issue insurance, they need to make it totally non-refundable for a year in advance, because the illegal intruder's game is to get insurance, show it to the DMV, and then cancel it within a month, but of course, keep right on "driving".....
3. Getting a license, having insurance, still doesn't mean that you know how to operate a vehicle properly. The drivers tests will be dumbed down to compensate for their lack of "skills"- wanna bet?
4. License, Insurance, SOME driving skills still doesn't solve the problem of NOT being ABLE to READ ENGLISH, which is what road signs are written in. Next thing will be: All signs must be in multiple languages---Wanna bet? Then the fight will be which languages....Wanna BET?
