Kerry and his minions have been saying since before Saddam's removal -- no scratch that, since the before the Taliban's removal -- that GWBush would create more terrorists by not appeasing them and/or leaving it to the UN to formulate America's defense.
After the fact, they are saying that Dubya has created more terrorists by making them mad at us. [We all know how effective the previous president's terrorist policies were.]
They have been gloating over every single soldier lost in Iraq, implying that the world would be a better place if Saddam were still in power.
The clear implication from the Demos is that Bush had put us more at risk. They know that they are weak in this area and react hysterically to any criticism thereapon.
