Yup. You'd pay a premium for construction, but it wouldn't be all that hard to do. The problem is that risk management is distorted by the government largess extracted from the rest of us at gunpoint. Without it, you'd see a lot more housing that readily survive just about anything a storm can do. Personally, I'm sick of this type of big-government spending. The people need to sink or swim on their own. If they can't do it themeslves, they need to consider moving someplace less risky.

A hurricane is not unexpected in Florida, but an earthquake IS. An earthquake is not unexpected in California, but a hurricane IS.

I never had any trouble getting all the house insurance I neded in Houston without government help, because I avoided buying in one of the stupid spots. No one else would have any trouble if they stuck to places that didn't guarantee destruction of the property before the mortgage was paid off.
I believe car insurance should be voluntary, but the penalty for having an accident without it should be life at hard labor.

You don't? You should if you're a conservative. Providing relief for acts of God or anything else (i.e fires, disasters, etc.) is not covered in the Constitution? Nor is a 'moral obligation' to provide for the elderly covered either. Of course I learned from our President it must be because he has stated that it is....
