What does the National Guard statement mean?

It means that the National Guard doesn't have any actual duties. To require them to actually serve when they clearly didn't sign up for that is the same thing as drafting them. They're being drafted through deception (back door) rather than an outright draft.

Hey, I don't agree with what he's saying. I'm just telling you what he means.

I took it as a subtle dig at Bush being in the National Guard, too.
