Hmm. Driving through ShenZhen China earlier this month, my Boss's Ipaq picked up ShenZhen Wireless throughout the entire city. You needed a WEP ID to use it, but the whole city is pretty much wireless already.
I think the other posters have it right. They don't want Arabs surfing the internet in the privacy of their own homes.
