It is a catch 22. However after 35 years I suspect you can file a FOI for anything related to that kind of operation.
But Kerry has to PROVE he did it in January to be taken seriously, so if there is opsec he has the same problem.
One other angle is to see if Kerry had a TS clearance. I would doubt it after his anti-war speech at Yale. When I got debriefed at the end of my 4 years in the Navy, we were told what we knew to be secret had a life time of 7 years.

This is a hoot, it is '68 and kerry still has NFG stenciled on all of his uniforms and laundry bags, hanging out at the PX (Exchange) buying all of the really cool ribbons, he is a jg, in training to lead 5 or 6 guys... CIA sees this stellar individual that has proved himself so many times sneaks him off for a super secret mission dreamt up and personally planned by President Nixon just hours into his Presidency (it was January, since Christmas comes later in Viet Nam) and this CIA guy feels sorry for the jg and gives him a hat that doesn't have NFG stenciled on it (which kerry will forever carry in his briefcase as his lucky hat)

We coud ask Elliott, his CO, if this was ever the case or ADM Hoffmann. Kerry wasn't a free agent. He just couldn't take his boat and crew and go on a secret mission without his boss knowing. It just doesn't work that way.
