EMS Plan 1 Chicago, Suspicious Package

Listening to Chicago scanner. EMS plan 1 at 31st and Indiana near Chicago downtown. A suspicious suitcase was thrown from a moving vehicle around 10:00 CST. Package was not able to be x-rayed due to lining inside os suitcase. Bomb techs opened the suitcase finding a liter sized container with liquid, hoses and wires. Evacuations are underway.

What exactly is meant by the code "Plan 1"?

BTW, I wonder if drug dealers/couriers might have a reason to use suitcases that can't be x-rayed?

It does not have to be a binary weapon and it probably is not. All it needs to be is a contained chemical or bio substance. Any small amount of explosive will spread it.

Sounds like a good object lesson. I learned about meth labs when a friend who was a Comp. Sci. grad student and former prison guard took me to a DEA lecture for Law Enforcement majors. They didn't mention THAT little tidbit!

Issuing all clear. Might have been an IED. Securing the area, residents returning home. Kudos to CPD and CFD. They really handled it well. And it seems the communications worked well too.

Look for more in the Chicago Tribune tomorrow!

Yes, true. But they might be testing what form the response comes in. Who rushes to the scene, from where, etc. They like to draw the safety personnel in and get them too.

Is there any network coverage, or is this just scanner and local?

That was sarcasm. It's happened before. Rememeber the two jokster med students who talked loudly about blowing up buildings in a diner, scaring the crap out of their waitress, who called the feds? They claimed it was a joke and the media did it's best to make the waitress a laughingstock.

EOD stands for Explosive Ordnance Disposal or what you called the bomb squad. Back when I use to do this, we would go in with a saw or razor to open something like this. Now they go in remotely using some type of slug or explosive device to open the package. In this instance, if you suspected a chemical or bio weapon, you would be VERY careful where you made your entry. This is why the shielding for x-rays turns on a red light. Trying to get into it my remote mechanical or explosive means could release the agent.
