There are a laundry list of procedures to be followed to allow someone access to classified docs. Berger was required to be familiar with them. It's not an option. The procedures were clearly not followed. Berger can NOT plead ignorance or inadvertance.

whata does it say about the employees at the archives that they allowed Berger to convince them to leave the room so he could use his phone. (taking pictures, I wonder)
There was a complete breakdown of process. There is NO excuse.
