Squaring the circle is much easier. Communist party is - by design - an extralegal, antidemocratic mafia-type organization. It can function as such precisely because of strongly enforced internal discipline. Therefore to implement "democracy, accountability, transparency and the rule of law" would require serious weakening (and ultimately the atrophying) of mafia communist party and of its internal discipline (this latter as a means to the end).
