Only the Admin Mods know for sure. I define a "troll" as someone who repeatedly violates posting rules, who may or may not be a DUmmy. I didn't call him/her/it a troll until he/she/it resurfaced on the same thread with a different name.
Is he/she/it a DUmmy? Who knows? Is he/she/it 'round the twist? Oh, yes.

I know that is generally a no-no, but this person obviously feels strongly about this subject, and wanted one more chance. I think it speaks a bit that the new name wasn't something other than a variation on the original. Most trolls pick something else, trying to keep under the radar. This person was willing to come back and try again, without any hiding of their ID. IMO, not "troll" behavior.
