Probably still is a key al-Qaeda location/base, but it certainly was. Not for training kerrorists, but as a financial hub. Saudi and Iraqi diplomats could bring cash into the country for distribution. Mark Rich was already there so payments to Americans, including Willie and Al Gore were easy.

The US didn't miss Osama all those times without some one high up making some bucks. It may be that the Iraqi and Saudi diplomats no longer messenger money and orders to the al-Qaeda terrorists worldwide. Not a problem because they were easily replaced by UN diplomats.
