What I dont get is if the wait on line is 4.5 hours how come some times the room seems empty. Sometimes people are lingering and sometimes they just keep moving. No consistency. Also sometimes theylet the entire room fill up for guard change and others is just about empty

I heard on Fox that at times the line has been halted due to security concerns. There wasn't any additional info on those concerns.

I also heard that people in line are checked at as many as 8 security checkpoints befor getting in which may be why it runs so inconsistent.
