Washington, DC-Senator Tom Daschle took a line from the Kerry camp today when he joined Senator Edward Kennedy and Families USA at a press conference to attack provisions of the prescription drug Medicare bill he actually proposed.
"The Kerry campaign playbook is the craze sweeping the Democrat party. Senator Daschle is actually attacking a law he proposed as legislation. We know, we know, he was for it before he was against it," said RNC Communications Director Jim Dyke.
Facts:
On May 10, 2000, Senator Daschle introduced The Medicare Expansion for Needed Drugs Act of 2000. The legislation had 33 Democratic co-sponsors including Senators Akaka, Baucus, Biden, Bingaman, Boxer, Bryan, Byrd, Cleland, Dodd, Dorgan, Durbin, Feinstein, Graham, Harkin, Hollings, Inouye, Johnson, Kennedy, Kerry, Lautenberg, Leahy, Levin, Lincoln, Mikulski, Moynihan, Murray, Reed, Reid, Robb, Rockefeller, Sarbanes, Schumer, and Wellstone.
Daschle's bill included the following language:
"1860(b) NONINTERFERENCE.-In administering the prescription drug benefit program established under this part, the Secretary may not- (1) require a particular formulary or institute a price structure for benefits; (2) interfere in any way with negotiations between private entities and drug manufacturers, or wholesalers; or (3) otherwise interfere with the competitive nature of providing a prescription drug benefit through private entities."
Nearly identical language appeared in the Medicare prescription drug bill that passed the Senate by a vote of 76-21 in June 2003, with the support of Senators Daschle and Kennedy.
