What documentation can you provide for this? Is this written somewhere? Did Shippers state this in his 40 minutes at the podium during impeachment? Do you have a url? In short, how can you be sure that this was what Shippers was told/ instructed- in reference to Shippers asking for permission?

If you're specifically asking about GOP leadership ordering a halt, I cannot speak to that one.
After the impeachment fiasco was over, Schippers said that when he had brought up the China issue to Trent Lott, he was told in no uncertain terms to "not go there". I believe that both political parties were compromised.
