LBJ made his surprise announcement that he would not run for another term on March 31, 1968. The peace talks started after that (May 10, 1968, according to the "Chronology" link), not in 1967.

Keep in mind that ANG units were deployed around the world so regular AF pilots could fight in the Nam. My regular AF unit relieved the Reno, Nevada, ANG's at Suwon, Korea in 1969 after they were sent there to beef up our presence in Korea during the EC-121 and Pueblo incidents...the North was feeling frisky since most of our attention was focused elsewhere. The point being that GWB's unit was subject to deployment and could have been called up at any time in their ancient F-102's (which I spent many hours guarding). The F-102's were pulled from serevice shortly thereafter rendering GWB's training useless. Even if he'd wanted to go to Nam (never met anyone who did) he'd have had to be retrained on another aircraft at a time when they were letting pilots go in droves. This arguement against him is bogus once you realize all of the parameters involved.
