He wasn't in Spain. His fingerprints were on a plastic shopping bag that had held some of the detonators. When the fingerprints didn't match anything Interpol had for Europe or the Middle East, they were sent to the FBI, who discovered that they matched this Muslim convert's grubby little paw prints. (He did not have a criminal record, but the fingerprint base includes persons fingerprinted for things such as military ID, etc.)

Attorneys are fingerprinted before taking the bar exam.
