Is was Presidential Decision Directive 60 (same thing as a EO). Here is one of many articles

If you do a google search for Presidential Decision Directive 60, or PDD 60, there are lots of articles. I could not find if Pres. Bush has rescinded this. It can be done. One president just writes an EO that essentially overrides the previous EO, I believe.
Clinton was (IMO) the king of EO's. If he couldn't get Congress to vote in something he wanted he just wrote an EO. Remember the infamous line "Stroke of the pen, law of the land, kinda cool"? That was said by Paul Begala to Clinton when he was signing one of him many EO's. Disgusting pigs.
