Cuba to strengthen relations with EU

Cuban Foreign Minister Felipe Perez Roque, 39, said during an interview with The Yomiuri Shimbun on Friday at the Cuban Foreign Ministry that there was "no possibility" for dialogue with the administration of U.S. President George W. Bush to improve the bilateral relationship. He also said Cuba would survive in the international community by developing a relationship with the European Union, which recently added Eastern European countries that are former members of the socialist bloc that included Cuba.

Roque is seen a strong candidate to succeed Cuban President Fidel Castro.


The Yomiuri Shimbun: How do you evaluate the current relationship between the United States and Cuba?

Roque: The relations between Cuba and the U.S. government have worsened, and now they are very tense, which is due exclusively to the Bush administration. President Bush is under pressure from extremist Cuban groups living in Miami, but Cuba's relations with the rest of the United States are good.

The Bush administration has not paid attention to the opinion of Congress, both the House and the Senate, which adopted an amendment to allow Americans to travel to Cuba and expand avenues for trade. They have tightened the blockade and adopted new measures to further isolate Cuba economically. President Bush has stated that his policy toward Cuba is to bring a change in regime.

The Bush government included Cuba in a list of six countries it says sponsor terrorism and accused Cuba repeatedly of developing a program for biological weapons. Each of which is a lie, a false allegation, an attempt to fabricate a pretext to make it possible for them to justify aggression toward Cuba. So, due to the Bush administration, bilateral relations are in their worst condition.

Do you have a strategy to improve relations with the Bush administration?

Such an improvement is not in Cuba's hands, it's in the hands of the U.S. government. The U.S. government should recognize the right of Cubans to self-determination and should abandon its policy of regime change in Cuba. The U.S. government should lift the blockade and allow Cubans to build in peace and without outside pressure on our own future.

Is it possible to achieve this improvement during the Bush administration?

No. I believe President Bush has a debt of gratitude with extremist violent groups of Cubans based in Miami that helped him in the previous election by committing fraud, and they are helping him try to win a second election. For that reason, I guess he doesn't have the freedom or the will to normalize relations with Cuba.

Since last year, Cuba has experienced friction with some member countries of the European Union after 75 dissidents were sentenced to prison in Cuba. What developments do you expect in the relations with Europe?

Cuba wants to maintain respectful relations with Europe. More than one million tourists come from that continent annually, and more than one-third of our exports got to those countries. Over the past three years, the European Union under the influence of (former Spanish Prime Minister Jose Maria) Aznar was used by the United States, following U.S. policy rather than its own toward a policy of confrontation with Cuba. I guess that in this regard, Aznar's exit from the political scene could facilitate a change in the EU's position.

What is the Cuban approach toward North Korea's nuclear program and what can it do to solve it?

Cuba has normal, respectful and cordial diplomatic relations with North Korea. Our country supports a peaceful and negotiated settlement to the conflict. We are willing to do everything in our power if it is necessary. There can be no military solutions.

How do you see the relationship with Japan?

Cuba is interested in maintaining relations with Japan, relations which are now 75 years old. We believe economic relations have developed. There also are possibilities for an increase in Japanese tourism.

Occasionally, some actions sour the relationship, such as the decision of the Japanese government to cosponsor and vote in favor of resolution presented by the United States against Cuba on human rights.

We hope the Japanese rectify this situation and that through dialogue and increasing contacts, we will be able to overcome such disagreements

WASHINGTON: Egyptian Ayman al Zawahri has emerged as the hands-on operational leader of the Al Qaeda network, reducing Osama bin Laden to a figurehead role, a top US counterterrorism official said on Friday.

Cofer Black, a former chief Al Qaeda hunter at the Central Intelligence Agency who now coordinates counter-terrorism activities at the State Department, warned that Ayman al Zawahiri, a man associated with radical causes since the 1960s, "tends to be more operational than Osama bin Laden".

Virus hits Fairbanks; 18 fall ill

Public health workers are investigating a small outbreak in Fairbanks of a highly contagious norovirus.

Eighteen people have fallen ill with norovirus-like symptoms, which are diarrhea, nausea and vomiting, according to Marc Chimonas, a physician with the Alaska Division of Public Health who traveled here from Anchorage in response to the outbreak.

Growing fears Syria developing nuclear weapons

There is growing concern in the Bush administration that Syria has been pursuing a clandestine nuclear weapons development program, and may already have centrifuges that can purify uranium for use in bombs. However the intelligence reports on this specific issue are somewhat ambiguous, and it seems the US intelligence community is still somewhat divided on the issue.

Centrifuges are a vital component in any nuclear weapons development program, as they can be used to purify uranium for use as nuclear fuel or in weapons. Experts say getting weapons-grade material is the biggest hurdle for any country that desires the bomb.

Last week, U.S. Undersecretary of State for Arms Control John Bolton said Adbul Qadeer Khan, the Pakistani scientist who sold nuclear technology to Iran, Libya and North Korea, had "several other" customers who may want the bomb. Western diplomats in Vienna said Bolton was clearly referring to Syria.

One atomic energy expert, who follows nuclear intelligence closely, said Bolton leads a faction in President George W. Bush's administration that believes they have strong evidence Syria is operating uranium-enrichment centrifuges.

But a U.S. official, who asked not to be named, warned the intelligence on Syria had not dispelled all doubts. "Those who are pushing the idea that Syria has centrifuges have been held back by other members of the inter-agency community who question the veracity of the claim," he said.

Several Western diplomats who follow the U.N. nuclear watchdog, the International Atomic Energy Agency (IAEA), have been saying for months that Syria was a customer of Khan's.

"Syria certainly had contact with Khan," said a non-U.S. Western diplomat, adding that suspicions of Syrian research in atomic weapons have existed for decades.
Since Washington began its post-September 11 policy of aggressively pursuing countries it believed had weapons of mass destruction that could be used against the United States and its allies, it has repeatedly issued warnings about Syria. Recent reports issued by the CIA have highlighted growing concern over Syria.

But several sources said not everyone in the U.S. intelligence community and government is certain Syria has operating centrifuges. Likewise, one of the sources said not even Syria's arch-foe Israel is convinced.


Damascus denies allegations

Syria, which has publicly called for a Middle East free of nuclear weapons, dismissed the accusations as “baseless fabrications”, saying it was “disinformation orchestrated by the Bush administration”.

But diplomats and arms experts said revelations about Khan's nuclear black market showed a means existed for Syria to get hold of equipment it needed to enrich uranium without decades of research that would have been needed to develop it on its own.

On the other hand, one arms expert said even with enrichment devices Syria could not be close to having a nuclear weapon.

Pakistan could hold the key to resolving the debate about any Syrian nuclear capabilities. Khan, the man credited with building up Pakistan's successful nuclear weapons program, has been cooperating with Pakistani authorities after admitting that he leaked nuclear secrets to Iran, Libya and North Korea.

Diplomats and non-proliferation experts agreed that if Syria does in fact have centrifuges, they had to come from Khan and the Pakistani authorities would be able to resolve the issue. But Islamabad may refuse to cooperate, as in the case of Iran.

Talking on CB channel 25 instead of normal channel 17.

Channel 19 is the main channel (not 17), but many call it sesame street, all sorts of noise and idiots. So, anyone wanting to talk normally bounces to one of the 40 other channels on a normal set, or as others of us do, run on sidebands and converted ham radios giving over 340 channels of options.

Also, trucks of different companies running together isn't uncommon, especially if destinations are the same or close. I've done it, you run several states in a day, it gets boring after two to three weeks out there...so if you find someone running in the same direction, you run together (unless they have a real slow truck!)

Trucks are tagged by the cheapest states the company has a base in, OK and AZ being the cheapest now in the lower 48..same for trailers, on the East Coast you'll see tons of trailers with Maine plates, they have a cheap permenant tag compared with other states. So, plates are not like cars and indicate that the truck and individual are from there. I used to run an OK plate, and i live in PA. Had to drive through there (on paper) once a year to be legit...

Thank you for the information. Do you often hear arabic spoken on the CB? This report if accurate and we have not been able to verifiy it states that they were speaking arabic and carrying odd boxes into the rest stops with them.

Also, have you guys been looking for the missing tanker that was stolen from New Jersey?
