I disagree. CD and I briefly discussed this a week or so ago and thought Sunny Point Military Depot would be the site they'd pick. I believed since Wilmington has the GE Global Nuclear Fuels facility and could easily have handled the material, it was a better tradeoff than sending it overland to Aiken, SC.

I don't think it's a diversion, as I don't think Libya's nuclear program was far enough along for them to have obtained quantitative enriched fuels.

That taken into account I would have to concur with your assessment.
