Our troops were occupying parts of Northern Iraq. We were bombing the Iraqi military every few weeks ever since 1991. We were planning war because we were at war. Indecisive war, that is, precisely the kind candidate Bush said he didn't like. Of course the Bushies planned, or at least took over the Clinton plans.
