President Bush proposes to spend $3.5 billion in fiscal year 2003 to dramatically enhance the homeland security response capabilities of America's first responders -- a greater than 10-fold increase in Federal resources. This initiative will:
-- Give the first responder community critically needed funds to purchase equipment, train their personnel, and plan.
-- Provide states and localities with the flexibility they require to ensure that the funds are used in the local areas where they are needed most.
-- Establish a consolidated, simple, and quick method for dispersing federal assistance to states and localities.
-- Foster mutual aid across the nation so that the entire local, state, federal, and volunteer network can operate seamlessly together.
-- Create an evaluation process to make sure that all programs are producing results and to direct the allocation of future resources.
-- Involve all Americans in programs to make their homes, communities, states, and nation safer and stronger.

President Bushs FY 2005 budget includes $401.7 billion for the Department of Defense, a 35% increase over FY 2001 levels and a 7% increase over the FY 2004 enacted level.
The Presidents budget for FY 2005 proposes a 9.7% increase in government-wide homeland security funding, nearly tripling the FY 2001 levels even when homeland security funding for the Department of Defense and Project BioShield are excluded.

The Presidents budget includes a 10% increase over FY 2004 for the Department of Homeland Security, a doubling of funding for DHS programs since FY 2001. These funds include a $900 million (20%) increase over last year for aviation security and transportation security; a $450 million (5%) increase for border security; $1.9 billion for port security efforts and a $490 million (9%) increase for the Coast Guard; and a $65 million (123%) increase for the BioWatch network of sensors to detect a terrorist release of biological pathogens.
The budget includes $2.6 billion for Department of Justice counterterrorism operations, a 19% increase over FY 2004 levels, including a $1.9 billion (60%) increase over FY 2001 levels for FBI counterterrorism operations.
Since 2001, the Federal government has provided more than $13 billion to help state and local governments prepare to respond to potential terrorist threats. The Presidents budget proposes an additional $3.6 billion for first-responder grants and $1.3 billion for state, local, and hospital bioterrorism preparedness grants.
The budget includes $568 million (190% increase) to improve Americas food and agriculture security by increasing detection capabilities and developing counter-measures against potential attacks.

1. 1984 In campaigns for the Senate, vowed to cancel the B-1 bomber, B-2 stealth bomber, AH-64 Apache helicopter, F-15 fighter, and the AV-8B Harrier.
2. 1984 Campaigned against key missile systems: Patriot, Aegis and Trident.
3. 1985 to 1994 Voted 38 times to cut defense budget.
4. 1990 to 1996 Voted 12 times against pay increases for military personnel.
5. 1993 Introduced plan to cut number of submarines, light infantry units, fighter wings, and to terminate the Navy mine-hunting ship program.
6. 1994 Voted to gut intelligence budget by $6 billion over four years.
7. 1995 Tried again to slash intelligence budget, introducing bill to cut $300 million per year though 2000.
8. 2002 Initially voted against creation of the Homeland Security Department, siding with labor unions upset about plans to hire private security workers. Later, voted to back it.
9. 2003 Voted against $87 billion needed to fund troops in Iraq though this year.
10.2003 Skipped vote on $29 billion homeland security funding.

Yes, firemen aren't even a STATE thing;it's community,by community and in many places, it's volunteer.
Police( excepting state troopers) are also LOCAL,not state and certainly NOT a Federal Government thing;no matter WHAT Clinton said.
In 1993, the first Islamonazi bombing of the WTC was treated, by Clinton & Co. as a "crime", to be handled by locals.The blind cleric, who ran that operation, still ran things from his prison cell...thanks to a nutso LI BERAL female lawyer. Fat lot of good that method did and it's what Kerry is proposing.
So, in other words, since the "criminals", who pulled off the 9/11 attacks all died,just WHAT were the police to do...arrest the disintegrated pieces of their bodies and put them on trial?
Or should the firefighters have arrested those pieces, as they tried to put out the fires in Manhattan and D.C. and Pa.?
