The average annual wage in India is still about 22,000 Rupee (about $470). All consumables are "priced" with that in mind.

So paying an engineer $8,000 annually, translates to about 360,000 Rupee. Over 16X the national average.

No wonder the Indians are clamoring for more offshoring.
