The author mentioned illicit markets. Illicit markets exist everywhere. No, I don't know of any, personally. But the evidence of illicit markets is there. People are busted for illegal trading, possession, etc. The illicit market exists. I assume it is accessible for any person who is determined to access it, and is willing to assume the attendant risks.
