The person presenting the card at the border must have their fingerprints scanned and compared to those originally used to obtain the card or the whole security measure is worthless.
What about this is so hard for you to understand?
For example, if you present one of these cards at the borders, how can the border guards verify that it really is your card without comparing your fingerprints to those stored in the data base?
What's the point of getting someone's fingerprints up-front, if they won't be checked every time they use the card?
One doesn't need to be a security professional to understand this, all it takes is a little common sense.
And yes, this should be done at our border with Canadopia, as well.
