So he will ban gay marriage as long as he can mandate gay unions? Semantics.
It's not just semantics. Civil unions can't be imposed on other states, as Vermont's example shows. But as soon as it becomes "marriage", there's the threat that federal courts will force states to accept it via the "full faith and credit" clause.
At least I'm pretty sure that's the issue here.
