To pick a nit, Saddam probably comes up short of Kim, who without causing a war has starved more people to death (~2M) than Saddam killed in his many ways (~1M+).

Well only if you measure based on gross numbers. At least Kim has only killed North Koreans and has not killed (large) numbers of his neighbors.
