Former New York Mayor Rudy Giuliani told a packed house Wednesday at the Distinguished Speaker Series at the Pasadena Civic Auditorium that terrorists "will attack at a time we don't expect and in a way we don't anticipate.'
Despite that prediction, Giuliani said America is safer today than before Sept. 11 because the tragedy forced Americans to view the world as it is, not as they want it to be.
He said America's distorted world view was exemplified by the U.S. helping Yasser Arafat win the Nobel Peace Prize in 1994, along with Israeli Prime Minister Yitzak Rabin and Foreign Minister Shimon Peres.
"We did that knowing Arafat is a terrorist, a murderer and a liar,' he said.
"The world has never been a safe place and it never will be,' he continued, adding he believes modern terrorism began with the attack on Israeli athletes at the 1972 Munich Olympics.
He said lenient treatment of terrorists by several European nations encouraged terrorists and led them to believe they could get away with any outrageous act and achieve their objectives.
While military action against terrorists is important, Giuliani said seizing their money is equally effective and is how the U.S. government reduced the power of East Coast organized crime families.
